Broken spur gear
The electronic retraction feature no longer works on your side-view mirrors. The ability to fold in the large mirrors is caused by a broken spur gear deep inside the motor housing of the side view mirror. This is the issue 95% of the time.
The fix: replacement of the gear with a redesigned spur gear made from an improved material — metal where the original GM part used plastic.
Broken electric drive motor
In very few cases (5%) the actual small electric motor suffers a permanent failure. However, depending on the age of your mirrors, the armature inside the motor starts to lose its torque rating and can become too weak to drive the mirror in and out. The motor still works, but when placed under load it simply will not drive the assembly with any consistent regularity.
The fix: replace the small electric motor inside the spring-loaded motor housing.
